Cable & Wireless provides and operates the national and international telecommunications for St. Helena under an exclusive licence agreement with the St. Helena Government. It provides business and domestic users with telecommunication services, which includes telephone, telegraph, facsimile, internet and data transmission. It also provides terrestrial television - UHF Television Rebroadcast of Satellite Television DSTV, which is also under licence agreement with the St. Helena Government.
Cable & Wireless took over the St. Helena Government domestic telephone network on 21 August 1989. By 21 December 1989 Cable & Wireless had enhanced the telecommunications infrastructure with a Satellite Earth Station providing International Direct Dialling (IDD). In July 1990 after upgrading the domestic telephone network in the rural areas all telephone services were cut over to the new UXD5 Telephone Switch. Due to demand the UXD5 switch was expanded in September 1991. Because of licence obligations to provide the latest technology and appropriate equipment, if it is economically viable to do so, Cable & Wireless upgraded the Satellite Earth Station to Digital in February 1999. Furthermore, due to demand for connections and millennium issues relating to the UXD5 Telephone Switch Cable & Wireless purchased and cut over to the Siemens "Realitis" Switch in June 1999.
Although Cable & Wireless had installed the Television Received Only (TVRO) equipment for rebroadcast in July 1994, its service delivery to customers was officially in March 1995. This was the rebroadcast of one programme for 24 hours. Since its official opening, there have been a number of expansions. The increase in rebroadcast programmes, the increase in channels, and the completion recently of the licence agreement by providing the service to residents of Levelwood, Sandy Bay and Blue Hill.
Cable & Wireless "Helanta" Internet Service was launched in September 1999. Since this launch date Cable & Wireless has increased the bandwidth to accommodate this new way to communicate and obtain information.
Cable & Wireless has from 1989 to 2003 invested £6.5 million in providing, maintaining and enhancing national and international telecommunications, the television rebroadcast service and internet service.
